One platform connects every resident, every local government institution, and the Ministry itself. This is the journey a single application takes through it.
Where citizens actually meet the state
A resident may go years without contacting a ministry — but visits their Union Parishad, Pourashava, or City Corporation many times a year. Today that means queues, manual registers, and paper reports that reach Dhaka months late.
every certificate, licence, and bill means a physical visit
records held in ledgers, invisible outside the office
periodic, slow by design, and difficult to verify
Register once. Reach every institution.
A citizen signs up a single time and can locate and use any service offered by any of the 4,900+ institutions — the separation behind the scenes is never their problem. A flat ৳125 service charge per service per year is the platform's only cost to anyone.
4,900+ portals, each its own system
Every institution is issued a distinct portal — not a tenant in a shared application. Records, workflows, and admin access stay entirely apart; a fault in one office is contained in one office. Local administrators own their data unambiguously.
Money moves on government rails only
Every fee and charge is processed through the Sonali Payment Gateway. Seba Prime never holds, transfers, or reconciles a single taka — there is no third-party intermediary for citizens or the Ministry to trust.
Open to the world's investors
A dedicated integration with the Bangladesh Investment Development Authority lets international investors register with a passport instead of a National ID and apply for Trade Licenses through the same system citizens use — a first direct digital channel at this tier.
This is what the Ministry sees. Live.

Replaces paper-based periodic reporting with an always-current view — including one-action formal notices to any individual institution.
Five modules. One workflow engine.
Institutions activate exactly the modules their mandate requires, and each runs on the same configurable approval engine — reviews, signatories, and fee points defined by the institution itself.
Trade License
The complete lifecycle of a commercial trade licence — first issuance, annual renewal, amendment, cancellation.
- Fiscal-year-aware fees, VAT, income tax, and arrears computed automatically
- Signboard assessment from dimensions and placement
- Ownership transfer, category change, and relocation amendments
- Every licence carries a unique, publicly verifiable identifier
Planning
Building and land-development permission where the national Development Authority has not assumed jurisdiction.
- Establishment type, floor count, and covered area captured per application
- Fire-service and environmental clearances attached
- Linked to land records — mouza, khatian, dag, and plot
- Automatic fee assessment from area and floors
Water
Piped water from initial connection through recurring billing.
- General mode plus WASA-specific tariffs for Dhaka, Chattogram, Khulna, Rajshahi
- Recurring bills raised on the institution's fiscal cycle
- Overdue surcharges with duly authorised waivers
- Connection-linked payment history
Holding Tax
Assessment and collection of the principal recurring own revenue of Pourashavas and City Corporations.
- Ward-wise register of holdings and assessments
- Tax and rates computed from annual value
- Rebates and waivers under the institution's rules
- Consolidated collection and arrears reporting
Certificates & Testimonials
Every certificate an institution issues — citizenship, character, warish, income — digitised end to end.
- Institution-defined catalogue with per-certificate document checklists
- Configurable signatory workflow
- Unique, publicly verifiable identifier on every certificate
- Online authenticity checks close the forgery gap
Hosted by the government. Owned by the government.
Citizen data, institutional records, transaction logs — all of it resides exclusively in Government Datacenters. Seba Prime retains no copy, accesses nothing outside audited maintenance, and enforces zero data gatekeeping. Source code and documentation are handed to the Ministry.
Approval to working pilot in four weeks
Six years of architecture work means the month is spent on configuration, live integration, and onboarding — not foundational design. After the pilot, the same rollout extends nationwide.

Less friction, no informal payments, and a state that answers in days — not months. Let's talk about deploying it.
